3rd GENERAL ASSEMBLY MEETING

The 3rd General Assembly Meeting of the Hohoe Municipal Assembly, held in December 2024, marked a critical juncture in the municipality’s governance calendar, bringing together Assembly Members, Municipal Heads of Department, opinion leaders, and other key stakeholders to reflect on the year’s progress and strategize for the year ahead. Chaired by the Presiding Member, the meeting was officially opened with a detailed address by the Municipal Chief Executive (MCE), who provided a comprehensive report on the municipality’s performance across various sectors—touching on infrastructure, education, health, sanitation, security, and economic development. Notably, the MCE highlighted the successful completion of several projects under the District Assemblies Common Fund (DACF) and Urban Development Grant (UDG), including classroom blocks, drainage systems, market sheds, and rural electrification initiatives. The Assembly also noted strides made in revenue mobilization despite broader economic challenges, attributing the improvement to tighter enforcement of local levies and improved community engagement.

The Assembly Members used the platform to raise pressing constituency-level concerns ranging from poor road conditions in specific communities to delays in the disbursement of statutory funds. There were passionate discussions around the need for increased transparency in contract awards, prompt release of funds from the central government, and improved supervision of ongoing projects to ensure quality delivery. The Finance and Administration Sub-Committee presented the 2024 budget performance report, revealing both achievements and shortfalls—particularly in internally generated funds (IGF). Members debated pragmatic solutions, including broadening the tax net, digitizing payment systems, and strengthening public education to enhance compliance. The meeting also reviewed the 2025 Composite Budget, development plan projections, and scheduled timelines for project execution in the upcoming fiscal year.

Another key point of the meeting was the presentation of updates from decentralized departments. The Education Directorate reported on efforts to improve Basic Education Certificate Examination (BECE) outcomes through teacher training and logistics support. The Health Directorate highlighted successes in immunization coverage and maternal health services but warned about rising cases of teenage pregnancies and waterborne diseases. Sanitation remained a central issue, with the Assembly promising to ramp up enforcement of sanitation by-laws, especially in market centers and lorry parks. Security updates from the Hohoe Divisional Police Command indicated general stability, though the Assembly acknowledged pockets of petty crime and encroachment of public lands that required closer collaboration with traditional authorities.

In closing, the Assembly reaffirmed its commitment to deepening participatory governance, promoting efficiency, and delivering people-centered development. The Presiding Member commended the active participation of members and encouraged a stronger focus on monitoring and evaluation in the coming year. As 2024 drew to a close, the 3rd General Assembly Meeting served not only as a platform for accountability and planning but also as a reaffirmation of the collective resolve to push Hohoe forward. It was clear from the deliberations that while challenges remain, the municipality is steadily on a path toward sustainable growth, guided by strategic leadership, grassroots engagement, and a relentless drive for progress.
